- on-site caterers, cleaners and security officers.
- operations employees such as:
- plant equipment operators
- maintenance tradespersons.
The Coal Export Terminals Award also covers labour hire businesses and their employees who are placed with an organisation in this industry.

The following employers and employees are not covered by the Coal Export Terminals Award:
- employers and employees who do not primarily receive, stockpile and load coal onto ships for export.
The Coal Export Terminals Award doesn't cover employers and employees when they are covered by the Port Authorities Award.
